We found the reason why we have this probleme:

When we open a file on a remote Windows share, OOo gives an URL to the file to
Windows.
Then Windows tries first to open the file from a HTTP server on port 80 from the
remote machine (!!!) with this use agent "Microsoft-WebDAV-MiniRedir/5.1.2600.
V. Windows.". If no HTTP server is present, the open gets stuck during about 40
secondes and then continue.

We can get the same error if we try to open a .html file on a remote share with 
IE.

So, that's not OOo fault at all. I close the bug.

Hi,

We have a strange issue here. When we open a file on a remote Windows share (
UNC //server/share) with a double-click on it, we have to wait for about 40
secondes.
Then during the next 2 minutes we can open another file from the same server
with no delay.
After that, we have to wait for another 40 secondes.

We can reproduct that on various server and client and with OOo 2.4. We have the
same problem if we use the IP of the server instead of its Windows name.

Do you have any idea of what can append?
