See the testcase. In the third chart, the first row is empty, however there
should be data plotted.

Also look at 6th row from bottom -only 3 of 4 data are plotted.

That's a feature of Calc: you can quote numbers with the sinlge apostrophe, so 
that they become text. It is 
intended that the apostrophe is not displayed.
