Excel 2007 gives you the csv import filter, if you try to open it in Excel 2007. In OOo you have to use a filter too. Use File Open. OOo should show you the CSV import dialog. If the dialog do not open in your version, then do: File Open, click on the file and then choose filter 'Text CSV(*.csv,*.txt,*.xls)' in the drop-down list 'file type'. Click on the column header in the preview in the CSV import dialog, and then select the correct format (US English) in the drop-down list 'column type'. You find a request for enhancement concerning number with dot -- date in issue 87999. [The tables in the document have got numbers with units. Therefore in this special case it might be a better way, to import the whole content as text columns and then convert the dates manually using the functions and search/replace in Calc.] [Some application assign the file extension 'xls' although it is not an Excel format, because then Excel is started when the user double click the file name and Excel is installed on the PC.] - Please do not reply to this automatically generated notification from Issue Tracker.
