Some of the data are in scientific notation. 1.2345e-08 (lower case e) These cells are all imported as text, so they don't sort properly. If I tell the import to detect special numbers, then it works. It was not obvious to me that scientific notation was a special number. This seems like a design flaw for which I can imagine different possible solutions. I don't know anyone who regularly works with scientific notation who considers them special numbers. A quick fix would be to show examples of common special numbers next to that dialogue option, or even have a help entry that discusses special numbers and what is meant by that option.
