I've found a solution without introducing a new property at the section or
enhancing the update link dialog.
I could implement a deep update depending on the protection flag of a section
with violating the request, that the resulting document have to contain only
direct links. Thus, as long as the linked sections are protected in the built
document hierarchy using linked sections, the links are updated.
Would this ok for you?

a new option in the Update Links dialog? The Update Links dialog is the
dialog, which pops up during load of a document and asks for updating the links.
Enabling this new option would perform a deep update of the included links.

In our Environment the configuration is links are always updated on loading so
no Dialog pops up and it is not the decision of our users if the links are 
updated.
For us an option on creating the link would be helpful which defines if it is an
deep link or not.

In my opinion this Issue isn't resolved. In my attached Sample all linked 
sections
are write protected so no comment can be manually inserted in the linked 
section.
If linked Sections are write proteced it dos not make sence that the Links are
broken to preserve manually inserted Comments because in this case no comment
can be manually inserted.
We are using these write protected linked sections to produce dynamicaly 
generated 
Documents which the user can only print and where the linked parts can not be
changed nor can there be an inserted comment. In this Senario if one of the 
linked 
Documents are centrally changed these changes dosn't have any effect on the
dynamicaly generated document if the write protected links are broken.

But, we don't want that a document A, which links a document B gets a direct
link to a document C, which is linked in document B. If document A links
document B, it should only contain a link into document B and it should show the
*actual* content of document B. It should *not* show the content of document B
after all links are updated in document B.
Your argument about protected linked section is only partly correct, because
nothing prevents somebody to unprotect a linked section, add a comment and
protect it again.
The problem in the scenario, which you have described, is that the intermediate
documents (TestDoc5, TestDoc4, TestDoc3 and TestDoc2) are not up-to-date. Do you
have the possibility in your process to update these intermediate documents?

Currently, I don't know how to solve this situation.
There is one request, which have to be hold: 
- document A does *not* link document C through a document B.
But, the second request, that a document A, which links to document B, shows the
*actual* content of document B, seems not to be right in all scenarios.
Probably, we should introduce a new property for linked sections with the
possible values:
- actual content link - insert the actual content of the linked document - or 
- deep link - insert the content of the linked document after updating its
links. If these nested links are also deep links, the update chain continues.

In my attached Sample the included Sections are only write Protected, in our
production usage these are write protected and password secured so a normal user
is prevented from unprotecting a linked section.

We use this scenario to produce dynamically generated Documents in an Insurance
Company for our local Dealer. So we must change single Textphrases in some
intermediate documents regulary wich are linked in many other documents. In this
case it is not possible to update all intermedite documents in all link chains.
Then a change of a single Textphrase can result in a deployment of many many
intermediate documents wich before all must be updated. In our senario this is
automatically done when the dynamically generated document is generated and all
links are updated.

An implementation of a new property deep link or actual content link with
the possibility that they can also be password secured are a way that can solve
our problem and gives us the possibility to update to a recent version.

If you know another way we can do the same thing of dynamically producing a
document with the actual Textphrases without changing many documents all the
time your help is appreciated.

This is corrected behavior changed by issue 76409

If a document contains a linked section to another document respectively a part
of another document, the content, which is shown, is the *actual* content of the
referenced document. Thus, linked section inside this linked document/part of
this linked document aren't processed. These links are broken, thus the actual
content, which is stored in this referenced document is shown.
It doesn't make sense that e.g., a document A, which links to document B, should
contains links to documents, which are linked in document B. 
Think of the following scenario: Some one has a document B with a linked part to
a document C. After updating this link in document B a comment is manually
inserted in the linked section. Now the document B is linked from document A. In
this case document A should *not* link directly to document C, because in this
case the comment added in linked section of document B would be lost. Thus, we
decided that links in linked section have to be broken in order to achieve the
main purpose, that document A contains the actual content of linked document B.
