In which OOo version do you discover this issue? And what's your screen resolution? I've tested this in DEV300m23 under windows XP with the biggest font size, I found the window size is no more than 560*560. So if you use a resolution higher than 640*480, then no need to show scroll bar. So are you using a 640*480 display ratio?
