subdirs and optional_subdirs are completely ignored now, all Android.bp
files in the tree are loaded.

Can optional_subirs be defined per architecture?

I need to define optional_subdirs depending on target architecture.
For instance, if target CPU is arm, optional_subdirs needs to be set to 
"arm", and if target cpu s x86, "x86"

[android-building] missing and no known rule to make it

Looks to be your newly added code not conform to sepolicies never allow rues. 
So please apply proper sepolicies rules.
