While clearing the cache may fix one device, it is not much help to our customers. I see that Google now say that have fixed the underlying problem: http://android-developers.blogspot.com/2010/06/application-visibility-issues.html although (for example) I still can't see Ringo Pro right now on my N1. I shall hope the change is just taking some time to ripple through, and check again tomorrow. Not sure when that broke, I haven't tried that until recently. I saw some reports on the Android Market help forum that indicated this was another occurrence of protected apps not showing up with new firmwares. Is your app using copy protection?
