If you are using AdMob, you could try to contact their support. They are 
losing money when your app is down and they might have a natural interest 
to get it up and running again. You are also more likely to find a contact 
person at AdMob.

That is sneaky, though, in his defense, the ads that I have at the bottom 
do not always show up when first initialized, sometimes it takes hitting 
the Activity a second time for them to show.

Interesting, on Alarm Clock Xtreme Free when you are just about to tap
'dismiss',
it pops up an ad. Pretty sure that qualifies as *core features of your
application causes users to accidentally click on advertisements. *

Well I haven't heard back from anyone from Google... 
Doesn't particularly surprise me since it's the week of the 4th of July.

From the Reddit post I got a clue... This most recent version of the app is 
using AdWhirl for ad mediation (as opposed to just admob)... The default 
adview for adwhirl keeps the view visibility as gone before an ad is 
displayed. So when it is displayed it shifts the entire layout. I've never 
noticed this because I'm almost always on wifi so I've never seen a 
delay... When I was just using Admob it would just render a black box in 
place of the ad if there wasn't one, or until it was loaded.

I posted a new version of the application that moves the ad placement on 
the dismiss screen to the top away from any buttons. And across all the 
screens that have an ad I force the view to be visible with a minimum 
height of 30dip.

Now I just have to wait for Google to un-suspend the original package so 
everyone can get the update... Hopefully it won't be long especially now 
that they have a new version to evaluate. Still shame on them for giving 
absolutely no warning what so ever... Especially considering that they 
don't mention anything about ad placements in their content agreement.

ICS doesn't have a hard menu button anymore, so the menu button occupies a 
bar at the bottom of the screen on apps that expect it and don't have their 
own soft-button.  The issue could be that people accidentally click the ad 
trying to hit the menu button (complete speculation), so placing the ad at 
the top would resolve that.

That falls into the I'll put it wherever they want as long as they tell me 
where they want it category you mentioned already.

Before you mentioned the app name I was thinking it might have fallen into 
the intellectual property category if someone sent a DMCA-type notice, 
but that shouldn't be the issue here.

Sounds likely... and familiar:  I had a device that liked to rotate
orientation when it vibrated itself on the stock alarm app, with the
result that the sleepy-finger-targeted snooze button became the
dismiss one.

You still haven't said the name of the app, if you're a fairly famous
app, I'd be surprised if the Google Play folks didn't respond quickly
to you!, At the very least, if you have millions of downloads, other
developers here will test your app and confirm or deny whether the ban
was completely unfounded...

 I'm more than happy to upload a compliant version of the application
 putting the advertisements in whatever position is deemed acceptable by
 Google. I'm not unethical or a con-artist, I'm a recent college grad from a
 smaller town after all... Re-releasing the application under another package
 name would be unfair to the 1.5 million active users out there as they
 wouldn't get the update notification or keep their settings.

If you would identify your app then people will take a look and give you 
their opinion as to why you were banned. Idle speculation without data is 
just that.

Alarm Clock Plus (the free version). I also just called the user support 
line, which the tech couldn't really help, but said he would forward the 
information to the dev team email. Nothing I didn't do, but maybe it will 
carry more weight coming internally?
