Are you saying that I will not be able to see the correct number of
devices until I activate the APK (I don't remember it working this way
before)?  If I do activate the APK, will that automatically publish,
or will I still be able to do that later?

No, your not alone.
I registered my first App today and got that - it made me go back and
re-read everything in case I had done something wrong, but it seems
not.

I hope its just a glitch on their side and will be sorted soon as I
was interested to see which makes/models my app (API 7) would be run
on.

Same for me but it hasn't effected my sales.  I wouldn't hold my
breath that it would get fixed until Monday.   A mission critical
system like the Android Market seems to be run strictly on a M-F 9-5
basis.
