There is no fixed density for ICS devices. While most phones I've encountered are mdpi and hdpi, nothing stops people from porting ICS to some ldpi devices. Why don't you just design your app to work with all of them? Also, you can get an unlocked phone if you don't want a contract. I have -mdpi, -hdpi, and -xhdpi ICS devices within 10 feet of me right now. And, is there a way to get one without entering into a 2 year contract? Buy a tablet (e.g., Samsung Galaxy Tab 2, 250 USD).
