Yes and No,

AFAIK ansible-pull works by pointing out to a vcs repo where playbooks
exist. I was thinking on something slightly different, instead of pulling
playbooks so they can be applied locally, pulling the payload that is sent
from a controller machine to a queue. Does that make sense?

This is an extremely interesting question. Although ansible is designed to
work in push mode, would be possible to push the payload to a queue so an
ansible agent subscribed to that queue can fetch that later on?
