AP. 6 December 2001. Former Afghan Prime Minister Says Germany Pact on Interim Government Was Imposed by America. TEHRAN -- A former Afghan prime minister criticized the U.N.-brokered accord that established a new administration in Kabul, saying Thursday the pact amounts to a U.S.-imposed government for Afghanistan. Gulbuddin Hekmatyar, who once served as Afghanistan's prime minister, said the agreement signed by Afghan factions Wednesday gave the United States "all the goals it has been looking for." "America not only eliminated the Taliban, but also eliminated (former President Burhanudin) Rabbani and prepared the ground for the transfer of power to a government which it wanted," Hekmatyar said in a statement. Rabbani was president of Afghanistan when the Taliban took control in 1996. He sought to resume that position when northern alliance troops retook Kabul, the capital, as the Taliban fled to the south last month. The accord creates a temporary government for Afghanistan, headed by Hamid Karzai. The prime minister and his 29 Cabinet ministers eventually will be replaced through elections and the drafting of a constitution [stayed tuned]. Hekmatyar, who lives in exile in Iran, said the those appointed to the interim government do not represent realities in Afghanistan. "The presence of unpopular and incompetent individuals in the list suggests that they have ignored the realities of the Afghan society. Their efforts for imposing an American supported government in Afghanistan will face a dead end, just like the Soviet Union faced," Hekmatyar said, referring to the Soviet occupation of 1979-89. Hekmatyar was a significant opponent of the Soviet occupation, and served as prime minister under Rabbani in 1994-96.
