[Apertium-stuff] GSoC proposal

Hello everyone,

I want to participate in GSoC and I'm very interested in Apertium project.
I have written a beta-version of my proposal. Now I'm working on my coding
challenge and I'll write about my experience a bit later.
I will be really happy if someone has a look at it and gives me some
feedback.
