Rick,
That is what I have done. The problem I had with that, is you are
limited on the amount of characters allowed in Group list field, 255 I
believe. Thanks for your suggestion though.

Or, you could grant the users membership to the groups, give them the
appropriate permissions, and mark them as unavailable in the groups (so
that assignments and notifications don't happen).  This is commonly done
for managers.
