Re-licensing the server does fix the issue so there is a simple solution. But I 
agree with your statement about the difference in how Java vs C is 
returning/validating the MAC address. Again, we have been fine with the same 
license keys for 2+ years.

My understanding is that the license key and the host id is store on the
DB. If you are upgrading, whether or not you are upgrading on the same host
server or different, the store DB value will be taken over(updated) with
newest value of the MAC at the moment you launch the server license form.
The you must add the new license key to pair with the new Host ID, or it
will be recognized by the source code (internal program) that's a invalid
license key.

I understand the MAC "could" change but the history of this server is that it 
has had the same license key (therefore MAC) for the last two years. It was 
only when the ARS 9.1 upgrade was run did the hostid change. When I checked 
BMCs web site I can find the original license key and host id and the hostid is 
different from what is being shown on the Add/Remove license screen.

Upgrade of itsm on top of AR should not change host id. Remedy doesn't make
changes or touches host I'd during installation.

If upgrade should have changed the host id then that should have got
changed during AR upgrade only which I believe must have not happened.

I am not sure if the server is hosted on VM or Physical machine, but if the
server is hosted on VM then VM has settings that makes host id static or
dynamic. You might would like to check with that??

Remember that the Host ID is based on the MAC address of the primary NIC on
your AR Server.  If your server environment has changed, or if it has
multiple NICs, this could be the source of the issue.

9.1 Upgrade Change HostID

We are in the process of upgrading our ITSM 81.02 environment to ITSM 9.1.  
After the ARS portion of the upgrade we are noticing that the HostID used for 
licensing changes. This is an upgrade in place and some for the servers have 
been around for more 2 years with the same license key. The arerror.log file 
has the following entry after ARS is upgraded and the server is restarted:
