It is becoming increasingly clear that no amount of cajoling can placate the outfit and Assamese facilitator Mamoni Goswami may well have burnt her fingers in trying to at least bring the two sides to the negotiating table. If Ulfa chairman Arabinda Rajkhowa is sincere, he should recall his promise to be ready for talks, and in India, if Delhi agreed to discuss sovereignty. The latest killing of four persons and the damage to oil pipes are mounting evidence of Ulfas insincerity and arrogance. The sticking point now is the demand for the release of some Ulfa leaders. Rajkhowa should have included this demand in his formal letter to the Prime Minister. Piecemeal conditions are a mere dalliance and are suggestive of Ulfa leaders disregard for Assams future prosperity. They have realised soon enough that Delhi will never agree to sovereignty. Ulfa has more or less lost public support and sympathy. Republic Day Ulfa Raising Day in March and Independence Day come in handy for them to announce that they are still a force to reckon with. But if they do repeat the Dhemaji incident where last year on 15 August they killed more than a dozen innocents, including some women and children it could be the beginning of their end. The bomb that exploded at Guwahati on 26 January this year was not intended to kill but to make a mockery of the Assam chief ministers claim of pressing into service more than 70,000 security men. Many will support the observations made by some Union officials that there should be no more peace overtures because Ulfas movement for swadhin Asom will die a natural death. Congratulations to Kharkhowa Californians ( KCs) for venturing to hold a non-denominational, yet inclusive 'bor-xobaah' in 2006. As ex-Californians who have a lot of goodwill towards and attachments to the progressive attitudes of the folks in the Golden State, we sure hope to attend. And I hope the KCs will make every effort to bring everyone together, by doing its homework, to allay the fears of those who shy away from these non-denominational get-togethers for fear of losing their identities. But ultimately we like to think, that in spite of organizational IDs and prides that separate us, we are after all, kharkhowas and markhowas, sharing a common culture and old connections. Let us shed the lingering fears and mistrusts and join the KCs to celebrate our collective heritage. Some of the sentiments a number of us have been expressing. __ I -Day violence Calls by the insurgent outfits to boycott the Independence Day and Republic Day has become the order of the day and this year is no exception as four militant outfits of the north eastern region including the United Liberation Front of Asom (ULFA) have given a call to boycott the Independence Day celebrations. The ULFA, in an apparent move to deter the people of Assam from celebrating the day, even went to the extent of claiming that it would attack the venues of the Independence Day celebrations. But on the positive side, the number of militant outfits giving calls for Independence Day celebrations is coming down with every passing year with more and more militant outfits coming forward for talks with the Government of India for political solution of their problems and the possibility of the ULFA being totally isolated in the days to come cannot be ruled out. Major militant outfits of the North East region including both the factions of the NSCN have been holding talks with the Government of India, while, the ULFA lost another of its partner- National Democratic Front of Boroland (NDFB) as the Bodo outfit has also signed a cease-fire pact with the Government of India, which prevented the outfit from giving any call to boycott the Independence Day celebrations. The threat by the ULFA to attack the venues of the Independence Day celebrations also exposed the fact that the frustration level of the outfit is growing with every passing year. The ULFA can give boycott calls, but the people of Assam have the right to decide whether to attend the celebrations or not and no one has the right to use force to compel anyone from attending any function. The gruesome killing of 13 women and children in Dhemaji during the Independence Day celebrations last year is still fresh in the memory of the people of Assam and the ULFA should remember the State-wide public outcry against such kind of mindless killing before issuing any threat to the people who decide to attend the Independence Day celebrations. The ULFA should also realise the fact that any killing of innocent people will further alienate the outfit from the masses and so they should desist from targeting innocent people to achieve their goals. The outfit should also realise that it would never be able to justify the killing of any innocent person to achieve its goal. The Police and other security agencies have made tight security arrangements to foil any attempt by the militant outfit from causing any disturbance, but no amount of security is adequate as the forces cannot be expected to guard every inch of the land. The militants have let loose a reign of terror in different parts of Assam with a series of bomb explosions during the run up to the Independence Day and instead of engaging the forces in encounters, the militants have started to resort to explosions to make their presence felt. With the availability of highly sophisticated explosive devices including the programmable time devices with the militants, it is impossible to detect bombs planted in vulnerable places with the equipment available with the State Police and efforts should be made to procaure sophisticated equipment to detect bombs planted by the militants under the scheme to modernise the State police force. At the same time, efforts should be made by the Government of India to bring the militants to the negotiation table for a political solution to the problem of insurgency, which haunted the State for more than two decades and at the time, the militants should also respect the sentiments of the people of Assam and come forward for talks with the Government for an amicable solution of their problems. Oil was the spark for uprisings and the formation of armed opposition groups against the government in 1984. One of the Sudanese Peoples Liberation Armys (SPLA) first armed activities were targeted at workers of the Chevron oil company, which planned to construct an oil pipeline running from the oil fields of the South to refineries in the northern harbor of Port Sudan. An upstream oil industry is key to the future of the economy of Sudan. Although the country is considered to be vastly under-explored, it has been a producer of oil and gas for a number of years. The struggle for control of Sudans vast oil reserves, mainly located in the contested south, became fierce after Sudan became an oil exporter in 1999. The country currently earns an estimated $2 billion a year from oil production of more than 250-thousand barrels per day. Experts believe that Sudan has upward of $45 billion in oil reserves and that output could increase to 450-thousand barrels, next year, provided the country can end the war and attract enough investment from major Western energy companies. So, the question African Americans should be asking is: How to treat the humanitarian crisis in Sudan? Because of the vast underground wealth of that country, black Americans ought to have a little skepticism regarding the circumstances of the US Congress move to declare genocide there. No one, not even the Sudanese government, questions that there is civil war in Darfur, or that it has caused an immense number of refugees. The government admits that nearly a million people have left for camps outside Darfur's main towns to escape marauding paramilitary groups. Thanks to the various wars going on in Sudan, and inside neighboring countries, the region is awash with guns and vendettas. Tensions have risen between nomads and herders, paramilitary groups! practice widespread highway robbery, and each tribe has its own private army. But major media has taken this complex picture and projected on to it a simple morality tale of ethnic cleansing and genocide. They gloss over the fact that the Janjaweed militia come from the same ethnic group and religion as the people they are allegedly persecuting - everyone in Darfur is black, African, Arabic-speaking and Muslim. Campaigners for intervention accuse the Sudanese government of supporting the Janjaweed, without mentioning that the Sudanese defense minister has condemned them as "bandits, and a Khartoum court recently sentenced six Janjaweed soldiers to horrible punishments, including amputation of their hands and legs. We should ask: Why dont we hear about the rebel groups which the Janjaweed are fighting, or about any atrocities that they may have committed? Moral Americans should have concern for needless deaths, but maybe we should be a little concerned about claims of the number of deaths - 30,000 or 50,000 are figures being bandied about. The Sudanese government says the death toll in Darfur, since the beginning of the conflict in 2003, is not greater than 1,200 on all sides. And, if humanitarian is our concern, why is such attention devoted to Sudan when, in neighboring Congo, the death rate from the war there is estimated to be some 2 or 3 million, a tragedy equaled only by the silence with which it is treated in Americas media? The threat by the ULFA to attack the venues of the Independence Day celebrations also exposed the fact that the frustration level of the outfit is growing with every passing year. The ULFA can give boycott calls, but the people of Assam have the right to decide whether to attend the celebrations or not and no one has the right to use force to compel anyone from attending any function. The gruesome killing of 13 women and children in Dhemaji during the Independence Day celebrations last year is still fresh in the memory of the people of Assam and the ULFA should remember the State-wide public outcry against such kind of mindless killing before issuing any threat to the people who decide to attend the Independence Day celebrations. The ULFA should also realise the fact that any killing of innocent people will further alienate the outfit from the masses and so they should desist from targeting innocent people to achieve their goals. The outfit should also realise that it would never be able to justify the killing of any innocent person to achieve its goal. The Police and other security agencies have made tight security arrangements to foil any attempt by the militant outfit from causing any disturbance, but no amount of security is adequate as the forces cannot be expected to guard every inch of the land. The militants have let loose a reign of terror in different parts of Assam with a series of bomb explosions during the run up to the Independence Day and instead of engaging the forces in encounters, the militants have started to resort to explosions to make their presence felt. With the availability of highly sophisticated explosive devices including the programmable time devices with the militants, it is impossible to detect bombs planted in vulnerable places with the equipment available with the State Police and efforts should be made to procaure sophisticated equipment to detect bombs planted by the militants under the scheme to modernise the State police force. At the same time, efforts should be made by the Government of India to bring the militants to the negotiation table for a political solution to the problem of insurgency, which haunted the State for more than two decades and at the time, the militants should also respect the sentiments of the people of Assam and come forward for talks with the Government for an amicable solution of their problems. The people of Assam are now fed up with violence and they want a peaceful solution to the problem and both the Government and the ULFA should come forward for talks without any pre-condition to bring an end to an era of violence and loss of life of innocent people.
