which is a lovely program that initially purports to provide easier file

It is (almost) worth installing Windows just to be able to use it. :-) 
If anyone knows of anything similar that runs under Linux please 
enlighten me!

You need to use a telnet client program to communicate with the device. 
 Under Windows you simply open a command window and type:

telnet IP address or hostname
to connect to the telnet server (the device you want to communicate with).
BTW if you type telnet into Google you get a good explanation of what 
telnet is, also links to better telnet clients than the standard Windows 
one (though it should work fine for what you want).

Have you considered one of the dynamic DNS services, (e.g. 
http://www.dyndns.org/services/dyndns/)?  Looking through the Wiki it 
seems that there is no requirement to use an actual IP address for 
externip=, in fact I found one posting that explicitly discouraged their 
use.
