Check to see if you have installed the sound drivers. Dial command is used
for the local console, which needs the OSS support.

I have 2 installations of asterisk. On CLI one server has Dial command. Other installation do not have Dial command on the CLI. What I am missing. How to enable dial command from the CLI.

You only have the dial command from the CLI when you have a sound card
on the box and chan_oss or chan_alsa configured, from what I remember.
