This may sound stupid, but did you tried app_conference? It does not require
any hardware timers.

app_conference only works on the 1.0.X Asterisk tree and the public
version of the code hasn't been updated since around 1.0.7 from what I
can find.

Has anyone gotten it to work on the 1.2 tree?
