Your questions don't make much sense.

The TC400B includes all the licenses needed for every call it can handle, 
regardless of how many that ends up being. There would be no advantage for the 
licenses to be used for 'other' calls, since if there is a license available 
the call should be sent through the hardware transcoder anyway.
