It is selected by jumpers on the card.  You may override also by using
t1e1override=foo when you modprobe wct4xxp

T410 card allows for E1 as well as  T1 lines.  How does it determine how many channels 
per port.

No, but I know that the TE410P card uses a much smarter Line Interface 
chip.  Lots of the nasty work that Zaptel used to do has now been moved 
onto the PCI card itself.  This new chip has some pretty amazing skills. 
It is going to make things a lot simpler and much more efficient.
