Yes. I have a tdm400p Rev E that works.

But using zaptel + wcfxo (x100p) + wcfxs (tdm400p) on SMP machine, I get 
horrible memory corruption. Corruption doesn't happen if the drivers are 
not loaded. So there are definitely driver bugs.

I just received one yesterday and it seems to work fine... I'm running  
RH9 w/SIP, IAX, and Zaptel devices.

I have received a new card TDM400P revision E, from digium. When I tried to modprobe wcfxsit gave me the following errors:

Yep, ours work.  Of course, it doesn't work in all of our machines,
but neither did the previous (rev C) card.

 2. Why isn't digium looking into this?

They are.  But it's impossible to test every possible configuration
before they ship (even if they could, their testing would send the
price of the card through the roof).
