With SIP you only may use cmXML; with scinny Protocol you may also use btXML

There are some perl classes on this topic too (even for image
generation!). I didn't had the time to made a GD patch to use it inside
PHP yet. But I hope this wil help. Anyway on Cisco.com you can find some
PDF files with clear statements. Only thing that doesn't work is HTTP_PUSH

I have SIPDefault.cnf  SIPxx.cnf but neither has anything in 
it related to XML SoftKey use nor does the manual suggest parameters 
related to xml use.  Am I missing something?

I added

services_url: http://phone-xml.berbee.com/menu.xml

to my SIPDefault.cnf and it has some cool functionality.  Weather, stock
prices etc.  Good examples of what is possible.

The area code lookup doesn't seemd to work  the bottome choice is
corrupted.  Just press the keypad number of the choice you want.

Sounds like a semantics issue. On the 79x0 sip phone, the SIPDefault.cnf
file includes an entry like: 
 services_url: http://host.domain.com/asterisk/services.html;
and the html/xml code at that location can display choices, but
I wouldn't call those softkeys by any stretch. The are simply menu
choices that can be selected via scrolling up/down and pressing the
Select softkey.

I've not seen any documentation or comments from others that allow anyone
to program the softkeys across the bottom of the screen. (That might not
be the case with skinny or whatever, but we're talking sip phones here
I think. There's no apparent support in Cisco's v7.1 code)

Apparently they work with the Skinny image, but not with SIP.
I'm using SIP, so any XML that includes a SoftKeyItem fails with
a parse error.

One of Cisco's documents states the following:

The Cisco SIP IP phone supports Cisco CallManager XML up to version
3.0 but does not support the XML objects added in Cisco CallManager
XML version 3.1, which are: 

- CiscoIPPhoneIconMenu 
- CiscoIPPhoneExecute 
- CiscoIPPhoneError 
- CiscoIPPhoneResponse 
- SoftKeyItem 

The above was taken from the following document, under the Cisco
