We use rfc2833 for everything and have no trouble. Make sure your 7960 is sending the right indications. One variance to the configuration that was described is that I am using a Cisco ATA186 rather than a 7960 IP phone. I have tried configuring the ATA with in-band DTMF and out-of-band DTMF both where unsuccessful.
