No, if you don't put 'echocancel=yes' in zapata.conf, Asterisk will not request echo cancellation on the channels. If it doesn't request it, it won't be provided. Having the hardware echo can module just means that _when_ Asterisk requests it, Zaptel will be able to provide it without using software resources to do it. We've been running a PRI now for over a year with Asterisk (every single call in and out is through two Asterisk boxes, including faxes) and while the software based echo cancellation is more than adequate, we'd get the occassional edgy echo and very infrequently get full-out holy shit echo. So far the TE406 has eliminated that entirely.
