Nagios (I believe now is called NetSaint) can do this and much more.
But you must have the power to configure it... after that, Nagios can 
send you an email, a pager, even call you and turn on your coffee 
machine... ;-)

It means for some reason you lost your CO line for 10 Seconds.

Either someone pulled the plug out by mistake or the Exchange line went away
for 10 seconds.

There are many programs that will tail one or more log file looking for 
specific patterns and doing notifications and actions on them.

I don't have one handy, but they are out there, both free and commercial.
Perhaps somebody else will chime in...

Hahahaha well.. Ive seen such messages while working with Lucent TNT and
such, but I asked here because that was not the case :) so maybe the telco
just decided to make a quick switch on the line.

You could try to do a look at freshmeat, look for ctail or swatch... I think
swatch can do that and email on certain log keywords...
