Currently the legacy mode OFDM rate are never be populated while initializing rate control. The assumption is that most of legacy mode OFDM rates by MCS series. But this could also end up with no legacy rates being filled in 11NA mode whereas CCK rates are filled in 11NG mode. This patch fills up supported legacy rate during rate control init. So that the frames can be tried in legacy rate also in 5GHz.
