It's important to understand that the CASA discussion paper is a response to 
the AOPA proposal, not the other way around.

AOPA rattled chains and kicked over the bins outside the Minister's office in 
response to FAA third class medical reform: "You people are hopeless. Why are 
you insisting on this bureaucratic class 2 medical system for Australia when 
you could be pulling your heads out of your arses and doing what the Americans 
are doing?"

AOPA and SAAA wrote up a proposal. CASA wrote the DP to focus discussion on 
their options instead of the AOPA option.

CASA AVmed doesn't want to de-bureaucratise the system. They'll have to be 
dragged kicking and screaming into it, and whatever passes will probably be 
against their objections.

That's why it's important to have your say. A one line email to CASA will 
suffice; something more substantial in your own words will be even better.

CASA has invited discussion on Medicals. This will not directly affect all 
glider pilots, but could affect tug pilots in some way. Anyone can have input, 
not just pilots.  Regarding Class 2 Medical reform, AOPA put forward a proposal 
on 23 August 2016 which you may wish to support (2 page summary CASA discussion 
paper and AOPO recommendation attached).  Possibilities include addressing each 
of the 6 options put forward by CASA, or simply stating that "the AOPO proposal 
dated 23 August 2016 regarding Class 2 Medical reform is supported by me".  
Submissions to av...@casa.gov.au are due by 30 March 17 and should include in 
the subject line:  'AvMed discussion paper'.

CASA option 4 Extend the RAMPC so it applies more widely in the sport 
aviation sector as well.
CASA option 5 Develop a new certification standard for the sport and 
recreational sectors.

CASA option 6 Mitigate the risk of change by applying operational restrictions.

The current gliding self declaration medical could disappear under 
option 4. The RAMPC is the Recreational Aviation Medical 
Practitioner's Certificate aka the "Driver's Licence medical". It is 
actually the Heavy Vehicle driver's licence standard and has exactly 
the same medical standards as the Class 2 aviation medical for a PPL 
plus some other restrictions but done by a GP.

Likewise Option 5.
Option 6 could also raise issues for gliding.

I suspect Carmody (current temporary boss of CASA) doesn't realise 
that gliding currently has a self declaration medical just like the 
USA for glider and motorglider  licences. RAAus requires you to have 
a medically unrestricted State driver's licence for ordinary cars.
On any reasonable risk analysis you are far more likely to kill or 
injure third parties or other road/airspace  users due to sudden 
incapacitation (which a Class 2 or Class 1 medical aren't guaranteed 
to pick up anyway) while driving your car than while flying a private aircraft.



My recommendation is to support the AOPA proposal which is pretty 
much the same as that adopted by the UK CAA last year. This would 
make it cheaper and easier for tug pilots to keep flying. I know of 
at least one tuggie who gave up because of the expense and hassle of 
the medical.

SCGC has been using an internally developed one for quite a few years 
now. Works pretty well for us and is a simple list of who is coming for 
the day and the role (tuggie, instructor, trainee, pilot). We use 
Dutyman for long term roster management, but our own for the day to day 
attendance. It's now been hooked into a payment gateway so you can pay 
for your flights in the evening without needing to bring cash or card to 
the field.


Have a chat with Cliff Jefferies as he is an instructor at your club as 
well as ours, and wrote all our system. I image he could easily reskin 
it for your use.
