[Axis2]Code Freeze for 0.95 Release

I would like to propose that to freeze the svn code starting from hour
1200 GMT Friday (20th October) .  Please refrain from committing
in new features during this period, and  stick to Jira
fixes, bug fixes and memory  leak fixes.

Hi all;

We have fixed all the blockers for the release. And I am happy to say
that we can do the Axis2 0.95 release on 23rd March :)

So I would like to propose  the code freeze by today ( otherwise we
don't have enough time for testing) , I   really appreciate  you guys
not doing any code changes (except critical bug fixes) until we
declare  the release.
