Dear Susan,
Frankly, David, I haven't the foggiest idea which Writings you aretalking about. I can think of places where the Guardian or the Housesaid something to this effect, but nothing from the Writingsthemselves.
Okay, I was wrong in saying that the Writings says anything like that. I would have been referring to something Shoghi Effendi said about how youth are the most important for the Cause. Should I provide a quote?

Thank you Susan for sharing the word ghulam. I went
searching for more on this and found something that
was of interest that has not been stated - that being
that development is of of both body and self. As there
is no end to the development of self, being a never
ending journey of attaining divine attributes, then it
is also conceivable that the Manifestations (who are
also outside of time and therefore ageless) are a
continual, expression of attributes, ever renewed,
perpetual Youths. 
So in a spiritual sense, we are always youths, ever in
relation to that more advanced than ourselves.

Notice in the above verse, the establishment in the
land has been described as a prerequisite for the
system of ZAKA.

As has been mentioned above that growth and
development is of two types: Physical (i.e. of the
human hardware or body) and Personal (i.e. of the
human software or the self or the personality). For
physical development you have to have something added
to your body as a nourishment but for the development
of the self or self-actualization, you need to give
something out of your wealth or resources for others.
See the following verses (which state that TAZKIYA or
personal development is achieved by giving from your
wealth to others:

9:103 Accept their contribution for the community.
Purify their thoughts with proper education and

others) so that he may attain self-development (and
grow in goodness)

held accountable for your hearing, sight, and the

 in fact, former congressman and arkansas sheriff tommy robinson was working on 
 a master's of criminology with the thesis that police radar increased crime 
becuase it created a situation in which officer freindly was th guy handing u a 
ticket, reducing the odds that you would drop a dime about something u saw. 
this is probably th kind of stat you can pull. all agreed.
fear of getting caught is not a deterrant. fear of punishment is.
 thus th Verses about canopy of civilisation etc. 
 people say not my job out of persistence of the insistent self, not the 
environment. 
 th effective deterrant to crime is the love of God. everything else is, imho 
cleaning up the systemic failures.
   so far as education, counelling whatever in terms of drugs...sure. that's 
nice. 
  and singapore makes poessession of narcotics a capital crime, regadless of 
weight. 
  and the Master said:
 Force and violence, constraint and oppression are condemned in this divine 
cycle, but to prevent the use of opium, all means must be employed, so that the 
human species may be delivered and freed from this great calamity.

 so. to return to the thread header and points of discussion, rather than go 
off topic with concerns of police methodology etc...what part of all means 
seems unclear? and what s the source of the lack of clarity? does it relate to 
the issues in the orginal quote, or to something else?
