Can't drag/drop html file into browser now

Hi,

It might be a MacOS issue, but I thought I'd ask here first because I'm 
more likely to hear from knowledgeable people, and from people who may also 
be having a problem even if it is OS related. I primarily edit html files 
on my iMac using BBEdit. (Assume the latest versions of everything.)

As of sometime in early October this year I could do what I've done for 
decades, drag a file from a folder open on my desktop into a browser window 
-- either Safari or Firefox, often both -- to view before, during and after 
editing. Once satisfied I upload the file to the server using Transmit. 
Today, for the first time since early October, I tried to drag a file into 
Safari and nothing happened. Curious, I tried Firefox -- again nothing 
happened. In either browser I could use command-O to open the file.

The only conceivably relevant happenings between October and now is that I 
updated to the latest Catalina (I had a slightly earlier Catalina in early 
October), and similarly updated to the latest BBEdit (though why that 
should matter I can't imagine.) BBEdit is mapped in the OS to open all html 
files, which is the only connection I can see.

Has anyone else seen this? Any hints?

Out of curiosity, and because I like to keep just barely current with 
geekery, what does "sandboxed" refer to in the dialog box (yes, I'm that 
old school) that pops up telling me a new version of BBEdit is now 
available. Also, how does a "focused maintenance update" differ from just 
an update?
