Rectangular Selection not working 100%???

I know this does not make much sense, but I have done everything I can
to try and track this down.  When holding down the Option key, a cross-
hair is supposed to display.  This is so you can make rectangular
selections, or what I call column selections.  Anyway, I had a
project open with a bunch of PHP files, and in some of these, I can
press the Option key, and I can make my selections, but some files it
does not work!  I press the option key, and it simply will not display
the cross-hair.

I opened these *exact* same files in TextWrangler, and each one of
them allows me to press the option key to make my selections.  I
reported this to BB QA, but it just seems so strange that sometimes
this will work, and sometimes it will not.  Has anyone else noticed
this?
