reverted my changes to rhdf5 that depended on this!

exceptions can be made; this will take just a little bit of time, as our 
expert (Nitesh) is out of communication for a bit...

I'm trying to commit an update to Rhdf5lib but run into the 5MB file size
restriction.  The file in question is the pre-compiled Windows binary so
I'm not sure there's anything I can do to make it smaller.  Is is possible
to make exceptions on a per-package basis?
