Yes - that is the reason why a discussion list is being created, as an
outlet for off-topic discussions.  The consensus of the developers that
created this bitcoin-dev list a short time ago is of being turned off due
to the off-topic noise, impacting productivity.

Since 2011 and bitcoin-development, the list was always intended to focus
on the highly technical bits of the core software, and avoid wandering into
never-ending philosophical discussions.  Example:

focus on the highly technical bits of the core software, and avoid

What happened years ago is not really relevant as Bitcoin has changed 
and the stakeholders have expanded.  What is relevant is the actual 
description.  Whatever you want to discuss it should be clearly

I have an idea for a gamified bitcoin mining app that I'd like to partner
with someone on that is very good with cryptography and knows the bitcoin
code base well. I have received interest in this from some, but I'm looking
