The ‘run at time’ action uses Apple’s built-in method for calculating the date 
and time from some input text.

I can confirm that writing ‘2pm’ works correctly for me, see the below image. 
In your case, I expect it’s related to your settings in ‘Language & Region’ in 
your system preferences.

12 hour time format for "Run At Time" Action

Is there any way to use 12 hour time for the Run at Time action? It doesn't 
recognize am & pm, so I have to use 24hr time instead. I hate doing that 
because then I have to think about & calculate the right time, instead of 
just entering it quickly & being done with it. Will this ever be fixed?
