The successful conclusion of this, with the help of Manytricks, was to
substitute "Quicksilver" for "/Applications/Quicksilver.app" in the
preference pane spaces dedicated to leaving out programs from the Witch
display.

You have to check the preferences in 1 Password when your vault is open and it 
won’t be grayed out.

You can’t control the location 1Password uses for that file, but you
can tell Quicksilver where 1Password ends up putting it. That’s the
purpose of the preference pane in Quicksilver. The file should be JSON,
and not a keychain.
