#13346: Add libnma to the book

As part of network-manager-applet-1.16.0, the library that used to be
included, libnma, was split off into a separate library.
Because of this, we'll need to add libnma to the book and update the
dependencies of any packages that reference network-manager-applet, such
as gnome-control-center and gnome-shell. network-manager-applet now
depends on this library as well.
