The short answer is simply send your proposed plain text to the bug-list (that's and someone will pick it up, vet it, add any necessary formatting and guide it through the updating procedure. The long answer (that's 'long' in the sense of more work for you, but also more rewarding!) is to read the section on doc work in the Contributors' Guide: http://lilypond.org/doc/v2.19/Documentation/contributor/documentation-work and work from there.
