 This is pretty close to the final content, unless serious regressions
 are present.  Barring anything major, I anticipate the release of 3.82
 probably early next week.

I needed a small change in job.c (now committed), to avoid using %Id
format on systems that don't support it.  The latest changes done in
pid2str produced a regression for Windows builds.

The second prerelease of the next version of GNU make is available on
the alpha FTP site (or via HTTP):
