If this is a bug, it is a build/install problem.

In general, it is probably not a good idea to install the apache header files
into the system include directory.  At minimum, you should put them in
/usr/include/apache/

hsregex is indeed used on some unix systems.

Could you please be more specific about what is triggering the compile problem
after you install apache?  Is this a program including both hsregex.h and 
regex.h?
And if so, why?
