would it be possible to provide binary patches during complete
supported lifecycle of a release in the future?

Because according to https://www.openbsd.org/faq/faq5.html#Flavors, 6.1
is supported until 6.3 is out. It doesn't make much sense that we have
the luxury of binary patches during first half of the release
lifecycle, only to have it taken away in the second half.

Syspatch has been around *since* 6.1 - yes.

Like Bryan already mentioned, binary patches are *only* available
for the most recent release, though - it being 6.2.
