AH SO, so it's an "iPhone" issue, NOT WINDOWS or Android & could be the reason 
I'm not seeing what you are referring to.

What you must be seeing are ADVERTISEMENTS that most likely were sold to your 
INTERNET PROVIDER, the only time I have seen similar ads, are when reading 
e-mail with a "web browser.

 Are these windows notifications? Could be things you have inadvertently 
subscribed too. I had to figure this out, those pesky pop ups can get in the 
way!
Go into windows settings click, notifications and actions scroll down and you 
can see all the products you are signed up to received that pop up in the 
bottom right for.

Allow or block notifications from all sites
   
   - On your computer, open Chrome.
   - At the top right, click More   Settings.
   - Under "Privacy and security," click Site settings.
   - Click Notifications.
   - Choose to block or allow notifications:  
  - Allow or Block all: Turn on or off Sites can ask to send notifications.
  - Block a site: Next to "Block," click Add. Enter the site and click Add.
  - Allow a site: Next to "Allow," click Add. Enter the site and click Add.
  - Allow quieter notification prompts: Allow sites to ask to send 
notifications, then click Use quieter messaging (blocks notification prompts 
from interrupting you). You won't get notifications after you ignore multiple 
notifications from a site, or if other users typically don't allow 
notifications from a site.

I use an ad blocker. Mine is called Ad Blocker Plus. You install it into
