Special event 1x1s are issued by the FCC or special event coordinator for a
specific amount of time...and are reused later.any other callsign can
be used for a special event with the license/trustee's permission..but no
other license issued for special events

They can be any valid call sign...KD5AT is OK, for example.   A special
event is something you designate, not the FCC or ARRL.

Now, if you want to use a 1x1 for the special event you must apply...but it
does not have to be a special event...we used one for contesting.
