Vietnam supports peaceful solutions in South Ossetia
 
   
Ministry of Foreign Affairs spokesman Le Dzung  Vietnam is keeping a close eye 
on the situation in South Ossetia and Abkhazia, and supports a peaceful 
resolution to the conflict, a local spokesman said at a press briefing 
Thursday.  
“Our policy of seeking peaceful solutions to the settlement of international 
disputes in line with fundamental principles of international laws and the 
United Nations’ Charter is unchanged,” Ministry of Foreign Affairs spokesman Le 
Dzung said. 

Russia’s President Dmitry Medvedev on August 26 signed decrees that recognized 
the independence of South Ossetia and Abkhazia.
Also Thursday, Dzung said Vietnam was determined in its policy to fight 
corruption, saying that all acts of corruption and bribery will be strictly 
punished in accordance with law, without exception.
Dung made the statement in reply to a question about the Japanese August 25 
decision to prosecute four former executives of Pacific Consultants 
International (PCI) for involvement in bribing Vietnamese officials to win the 
ODA-funded East-West Road contract in Ho Chi Minh City.
“The Vietnamese Government and people highly appreciate official development 
assistance (ODA) granted to the country by foreign countries, including Japan,” 
the spokesman said.
Vietnam received Japan’s judicial mandate on August 21 requesting Vietnam’s 
cooperation to investigate the case, the spokesman said. He said relevant 
Vietnamese agencies have started an inquiry.
“Vietnam will work closely with Japan on the case in line with Vietnamese law, 
not letting it impact on ODA funds and Vietnam-Japan bilateral relations,” the 
spokesman said.

Condoms Feared Criminal in Sex Crackdown 



Sex workers in June protested police methods that have made carrying a condom a 
liability. Critics say a continued crackdown threatens to spread HIV.By Seng

Every night as the sun sets, Srey Mao begins looking for sex clients at a 
public park in Phnom Penh, where she has worked for the past 10 years. Until 
Cambodia passed a new anti-trafficking law in February, she always carried a 
condom, but a provision of the law that bans public solicitation of sex has 
made that harder.To carry a condom now is to carry evidence of a crime, Srey 
Mao said.When the police come, I run down into a hole, and sometimes I climb 
up a tree, not daring to bring a condom along because if the police find it, 
they will accuse me of prostitution and disorder, said Srey Mao, 40, standing 
under a tree in front of the Royal Railway station in Phnom Penh.Over the past 
few months, she said, enforcement of the new law has meant police in every 
district of the capital have been arresting sex workers on the streets.I never 
use a condom and always feel afraid the police will arrest us, she said. 
Sometimes we hide ourselves under a tree or in the garden bushes.Article 24 
of the Law on the Suppression of Human Trafficking and Sexual Exploitation 
bans public solicitation of sex, with a penalty of one to six days in prison 
and a fine of 3,000 riel, about $0.75.The penalty may seem small, but 
organizations and sex workers say the new law has been an obstacle to another 
government initiative, the 100 percent use of condoms in the sex industry, 
declared in 1999.Leng Sros, a 24-year-old beer server, said that after the law, 
the use of condoms diminished among women in her industry who also have sex 
clients.Most of the beer promotion girls seldom use a condom, she 
said.Customers are not willing to use condoms, she said. If we use it, they 
feel that we are sex workers.Sou Sotheavy, director of the Men and Women 
Network for Development, said 100 percent condom use had been made impossible 
by the new law, which forces sex workers to move from one place to another, 
from the streets and parks to nightclubs. The moving targets make it difficult 
to promote condom use, he said.How can the condom be used 100 percent, he 
said. Even in a proper brothel it was not possible. Then what about such a 
brief liaison at the public garden, and with the police giving chase?Keo Tha 
is the director of the Women's Network for Unity. The new law has not only put 
sex workers at risk of HIV, but it is hurting their livelihoods, she said.Why 
are they not allowed to be sex workers? What are they doing wrong? she said. 
When the business is more strict, HIV/AIDS is more widespread.Police say the 
new law has allowed them to put order to the streets, making them safer for 
travelers.Yim Socheat, police chief of Phnom Penh's Daun Penh district, said 
police had no intention of driving down the use of condoms.Officers arrest sex 
workers with or without condoms, he said, adding that any recent decrease in 
condom use was due to confusion by the sex workers.The conflict between the two 
groups is not necessary, said Dr. Ly Cheng Huy, director of the HIV/AIDS 
Alliance.Both sides should understand each other, he said. Otherwise, the 
implementation of the law won't be undertaken properly, leading to a rise in 
HIV and AIDS.Meanwhile, the government is working on an initiative to make 
police understand that sex workers are victims, not offenders, said You Oy, 
secretary of state for the Ministry of Women's Affairs.However, she added, sex 
workers must not solicit from public places or the street. Such acts not only 
impact social order, she said, but also Cambodian tradition.

POI PET, 2 September 2008 (IRIN) - In a dimly lit room in a frontier town along 
the Thai-Cambodian border, a man slaps down a card on the table, having bet all 
his daily earnings as a motorbike taxi driver.He loses the US$4 he earned that 
day. To quell his anger, he sniffs a bowl of glue - a daily habit to boost his 
stamina to work through the oppressive heat.How am I going to pay off the 
police tomorrow?! he exclaims in a flurry of curses, referring to the daily 
cuts demanded by the border officers. Gambling addiction poses a huge problem 
in Southeast Asia's second-poorest nation, and those afflicted can rarely find 
help. In a country where 33 percent of the population live on 50 cents a day, 
according to Cambodian government statistics, gambling is only worsening the 
poverty cycle.However, the Ministry of Interior, whose mandate includes 
overseeing Cambodia's largely unregulated gaming industry, does not even 
recognise gambling addiction as a problem.It [gambling addiction and 
gambling-related crime] doesn't happen here, said one police commander at the 
Ministry of Interior in Poi Pet, who refused to give his name. Maybe in 
countries around Cambodia, but definitely not here. Poi Pet is a small town 
along the Cambodian-Thai border known for its casinos.If people want to gamble 
legally, it's their choice, he said. But there are no counselling or 
mental-health services for gambling addicts in the town.Poi Pet is home to a 
special border zone between Thailand and Cambodia with regulated gaming, 
popular among Thai gamblers, as casinos are outlawed and gambling tightly 
regulated in Thailand.The Cambodian government has outlawed informal gambling 
in Poi Pet. But gamblers claim the police abuse the law, demanding exorbitant 
bribes when caught.Savuth, 27, who did not want his surname revealed, said Poi 
Pet police demanded up to two-thirds of illicit gambling earnings when 
caught.That added heavily to the weekly corruption tax as he put it, which 
involves paying another cut to the police just to avoid harassment.Rock bottom 
A thief-turned-casino employee, Savuth claims he was once drawn by the glamour 
and potential of big gambling years ago in Phnom Penh and lost everything. One 
night, he promised himself he would play only three times at the city's Naga 
Casino, but bet $1,500 and his motorbike – crucial to his career as a taxi 
driver.As a result, he became a thief in the capital, and developed an 
addiction to hard drugs. He kept gambling to sustain his addiction and soon 
lost his house.His commune intervened, donating $50 a month to his personal 
expenses until he found a new job. Instead, he gambled it away.I went crazy at 
that point. I couldn't find help anywhere, because everyone was so angry at 
me, he told IRIN. And I was homeless.With his family and friends having 
abandoned him, Savuth shaved his head - signifying a promise for purification – 
and succeeded in beating his gambling habit but not drugs. He migrated to the 
border where, ironically, he found work at a casino.With a lack of services for 
gambling addicts, such stories are common. I've known some people who lose 
everything, can't repay their debts, and are hunted down by criminals and 
killed, he said. Sometimes their children must repay the debts.Gambling on 
the weather Illicit gambling is so pervasive in Cambodia that residents in 
Battambang and Phnom Penh bet daily on the rain, with wagers topping 
$1,000.Such gambling is considered a higher-end sport in Cambodia, according to 
recovering addict So Sopheap. It's an activity of richer people, he said. 
But it's also an activity where the rich lose everything.It has spawned 
underground mafia-style networks. Participants can bet on the minute and hour 
rain will occur, as well as how much.The networks really get you hooked by 
promising a lot of money, he said. But the fact is, you can't win this game 
unless you know weather patterns from observing rain for years.Sopheap lost 
his house, property and car. His children had to find better jobs just to 
support his addiction, but he did not stop until he developed a serious drug 
addiction and his family intervened.

People wait for their turn at the HCMC Department of Planning and Investment.
Many licensing and permit requirements lose their validity today with the 
passing of a deadline by which all government agencies were to bring their 
licensing in line with the 2005 Enterprise Law. 



Nguyen Dinh Cung of the Central Institute for Economic Management (CIEM) says 
that starting today, business licenses and conditions are only considered legal 
if they are recognized by laws or government decrees, which means those 
specified in bylaws issued by ministries and local authorities are no longer 
valid. 

Enterprises can file lawsuits against agencies that ask for unnecessary 
business licenses, and obtain compensation for any losses incurred thereof, 
Cung adds.
According to the Enterprise Law that was passed in 2005, besides business 
activities that are completely banned, and those that can be conducted 
unconditionally, there are others that have to conform to certain conditions 
stipulated by the law.
However, the law does not authorize ministries and local authorities to set 
conditions for a business activity, notes Tran Huu Huynh, head of the Vietnam 
Chamber of Commerce and Industry’s Legal Department.
Ministries have been stipulating many conditions for businesses through their 
circulars.
Huynh says that many licenses and conditions not stated in laws and government 
decrees should have been abolished when the Enterprise Law took effect in 2006.
A decree issued last year gave ministries and state agencies more time to 
review the business conditions and get rid of those that were unreasonable, but 
few such conditions have been reduced by the deadline that falls on September 1.
Many conditions should be invalidated or amended, he says, citing some examples 
including approvals required for promotional programs or permits granted to 
mend tire punctures.
Cung told Thanh Nien that the number of licenses and permits that enterprises 
have to obtain has increased rapidly since 2000, alongside the increase in 
business activities subject to specific conditions.
A recent study carried out by CIEM shows that business activities falling under 
the purview of numerous requirements imposed by various government agencies 
number nearly 400. And the documents proving compliance with the requirements 
are also of similar magnitude.
At least 50 of these activities have their operating conditions listed in 
different documents issued by different agencies, leading to inconsistencies 
and confusion, Cung observed.
Furthermore, many conditions are not clearly defined and most of them can be 
confused with the ethical code of conduct for doing business.
For example, one condition stated for employment agencies is that they have 
employees of good virtue and provide assistance to visitors who are disabled, 
elderly, children and pregnant women, he said.
The CIEM study found out that it takes more than 400 days to finish all the 
paperwork for an investment project outside industrial parks, with an average 
of 314 documents required to be filed.
Huynh said if procedural reforms that stem from the decree are successful, it 
will help businesses save more than US$1 million a year. According to him, half 
of the 400 licenses and certificates should be eliminated as of today.
Authorities in the same boat
It is not just businesses, but authorities also have difficulties with 
licensing, says Pham Ngoc Van, head of the Dong Nai Province Department of 
Planning and Investment’s Business Registration Office.
There are many documents concerning business conditions that are irrational but 
the office still has to follow the procedures strictly, she says.
She suggests a fresh effort to ensure that legal documents are created with 
clear purposes and be considered very carefully before they are issued.
Dinh Van An, director of CIEM, says the institute is going to propose that the 
government withdraws 43 such irrational documents this month.
According to the World Bank’s Doing Business in 2008 report, Vietnam is ranked 
63 out of 178 countries in “Dealing with Licenses.”

Yamaha Motor and Toyota Tsusho have agreed to establish a new company, Yamaha 
Motor Cambodia, to manufacture and market motorcycles with the aim of 
strengthening the foundation of the motorcycle business in the Cambodian 
market.The new company will begin operations on October 1, 2008, and its 
starting capital of $11.5 million will be invested 70% by Yamaha Motor, 20% by 
Toyota Tsusho and 10% by Cambodia's Kong Nuon Import  Export.Since March 2007, 
Asia Motors, a joint venture company between Toyota Tsusho and Kong Nuon Import 
 Export, has been assembling and marketing motorcycles with parts and 
components supplied as semi knocked-down kits by Thai Yamaha Motor.Yamaha Motor 
Cambodia will begin operations by taking over operations at the Asia Motors 
factory and the Asia Motors sales network, and a 94,890sqm lot will be acquired 
in Phnom Penh's special economic zone for the construction of a new factory.The 
initial target for the new company is to expand motorcycle sales to 30,000 
units valued at JPY4.2 billion by 2010, after the start of production at the

Tharath Eang uses a wide-bladed knife to slice a fish diagonally, scoring the 
flesh with cuts a few inches apart. 
The cuts, he explains, will help the tilapia cook faster.
He tosses the gutted fish – head, tail and skin intact – into the deep fryer.
While the fish fries, Eang’s wife Souvanna prepares a sauce to accompany it. 
The sauce mixes tamarind, tomato, basil, garlic and other spices.
“You have to do it right, or don’t put it on the menu,” says Tharath, who takes 
pride in cooking the traditional food of his native Cambodia, the way he 
remembers his mother cooking it. “What we do here, we do authentically.”
The Eangs opened Mitapeap Khmer Restaurant on Tacoma’s East Side in December to 
showcase the food they grew up eating. Mitapeap is a Khmer word that means 
“friendship” and “welcome to old friends.”
The restaurant is a family operation, with the Eangs handling all the cooking 
and their teenage son Aalex waiting tables when he’s not in school.
Tharath, 40, a former delivery driver, and Souvanna, 38, who once worked in a 
dental clinic, both grew up in the Battambang area of Cambodia, not far from 
the border of Thailand. Both fled with their families from Cambodia’s 
oppressive government to Thai refugee camps in the late 1970s, then to the 
United States.
“When we came here, it felt like we were in heaven,” says Souvanna. “Everything 
was beautiful.”
Her family immigrated first to Virginia, but they disliked the cold winters.. 
So after hearing about Tacoma from a family friend, the family relocated. The 
cross-country bus trip took three or four days, Souvanna remembers, with her

At least 15 people, including women and children, were killed in an attack 
involving U.S.-led forces in a remote Pakistani village near the border with

The U.S.-led coalition in Afghanistan said it had no report of such an

tribal region. Pakistan's army confirmed an attack but did not specify if it 
believed foreign troops were involved.

its soldiers died when U.S. aircraft bombed their border post.
Habib Khan Wazir, an area resident, said the latest incident happened before

He said as the owner of a home nearby came outside with his wife, the American 
and Afghan soldiers starting firing.
Khan said later the troops entered the house and killed seven other people, 
including women and children.. He said the troops also killed six other 
residents.
Two local intelligence officials confirmed the account on condition of 
anonymity because they were not authorized to speak to media. One official said 
19 people died.
The U.S. embassy in Islamabad declined to comment.
Maj. Murad Khan, a spokesman for Pakistan's army, said it could confirm an 
attack on a house near the Pakistan-Afghan border.
We are collecting details, Khan said, without specifying if Americans were 
involved.
American officials say Pakistan's tribal regions along the Afghan border have 
turned into havens for al-Qaida and Taliban-linked militants involved in 
attacks on U.S. and NATO forces in Afghanistan. South Waziristan is the base 
for Pakistan's top Taliban leader, Baitullah Mehsud.
The U.S. has pushed Pakistan to crack down on the militancy inside its 
territory, and there have been debates in Washington over how far the U.S. can 
go in carrying out its own strikes.
U.S. rules of engagement allow ground forces to go a few miles into Pakistan 
when in hot pursuit and when forces were targeted or fired on by the enemy. 
U.S. rules also allow aircraft to go several miles into Pakistan air space.

Transport deputy minister sacked for dereliction of duty





 



The government has officially dismissed a deputy minister, holding him 
responsible for wrongdoing in managing an official development assistance 
project under the transport ministry several years ago. 



The decision issued Thursday said the successor to Nguyen Viet Tien, the former 
Deputy Minister of Transport, would be appointed by the Ministry of Transport. 

The Communist Party Secretariat issued a dispatch on August 12 instructing the 
government to sack Tien in light of previous irresponsibility, which caused 
dire consequences for an ODA management related to Project Management Unit 18 
(PMU18).
PMU18 is entrusted by the Ministry of Transport with managing the construction 
of highways, bridges and other infrastructure projects.
The Secretariat dispatch also bars Tien from holding any posts in the Communist 
Party Unit of the Ministry of Transport, but his Party membership will remain 
intact.

Je me permets de Vous écrire très respectueusement pour Vous exprimer à
nouveau, ainsi qu'à Sa Majesté la Reine Mère, ma piété filiale ainsi que
celle de mon épouse. 

 

Mais c'est devant le Père de la Nation que je me prosterne, au nom des
quelque 1.300.000  citoyens khmers qui ont voté pour le Parti Sam Rainsy le
27 juillet dernier, pour Le supplier d'intervenir d'une manière ou d'une
autre pour sauver la Patrie en danger.

 

Le Cambodge est en train de faire face simultanément à un ensemble de
problèmes d'une gravité sans précédent depuis la fin du régime Khmer Rouge.
A un grignotage discret mais continu de notre territoire depuis trente ans
par nos voisins de tous côtés s'ajoute maintenant un conflit frontalier
ouvert et de plus en plus étendu avec la Thaïlande qui pourrait avoir des
conséquences effroyables et incalculables pour notre pays déjà très mal en
point.

 

A la crise extérieure s'ajoute une nouvelle crise intérieure qui, au
lendemain d'élections plus douteuses et plus contestées que jamais, pourrait
diviser de plus en plus profondément notre pays et l'entraîner vers de
nouveaux abîmes, ou du moins le faire s'écarter de plus en plus loin de la
voie démocratique qu'il est censé suivre depuis les Accords de Paris de
1991, avec tous les dangers que cela comporte.

 

En tout cas, une prospérité insolente et trompeuse pour un petit nombre de
privilégiés, ne peut pas cacher le fait que le petit peuple crie famine et
que la révolte gronde. Comment peut-il en être autrement quand les paysans
les plus pauvres se font voler leurs terres en nombre de plus en plus grand,
quand il n'y a plus de forêts ou de zones de pêche accessibles pour ces
paysans pour se procurer quelques revenus ou un peu de nourriture
supplémentaires comme par le passé, quand des jeunes par centaines de
milliers chaque année se retrouvent sans emploi, sans revenu et sans espoir,
quand des représentants de l'Autorité Publique vous extorquent de l'argent
dans tous les bureaux de l'Administration ou à tous les coins de rue, quand
les salaires des fonctionnaires, ouvriers et employés stagnent désespérément
et quand l'inflation s'accélère vertigineusement et lamine sans pitié le
pouvoir d'achat de personnes à faibles revenus qui n'arrivaient pas déjà à
joindre les deux bouts?

 

Notre pays ne doit pas sombrer comme un navire en perdition et notre peuple
ne doit pas mourir comme un chien abandonné. C'est la raison pour laquelle,
au nom de tous les Cambodgiens qui ont encore une conscience nationale, je
Vous implore d'entreprendre une nouvelle Croisade Royale pour sauver la
Nation khmère, en Votre qualité de Père de la Nation, Père de l'Indépendance
Nationale, Père de l'Unité et de la Réconciliation Nationales, Père de
l'Intégrité Territoriale du Cambodge (les cartes géographiques établies sous
le Sangkum Reastr Niyum doivent servir de base pour la défense de nos
frontières terrestres et maritimes), Artisan Suprême de la victoire sur la
Thaïlande en 1962 à propos du temple de Preah Vihear et Signataire le plus
éminent des Accords de Paris de 1991. 

 

Daignez agréer, Preah Karuna vénéré, l'expression de ma plus profonde

The PAD will whip up hatred of Cambodia and risk a war over an ancient Khmer temple!

For the past two or more years – and especially since the September 2006 coup – 
Thai society has been hypnotised into forgetting about its real social and 
political issues. Instead, the whole of society – and, most tragically, the 
social movements – have been entranced by a fight between two factions of the 
Thai ruling class.
On the one side is the Thai government, the ruling People's Power Party, the 
former prime minister Thaksin Shinawatra and his former party Thai Rak Thai.
On the opposing side is a loose collection of authoritarian royalists, 
comprising the People's Alliance for Democracy (PAD), elements of the military 
and judiciary that supported the coup and the Democrat Party. The authoritarian 
royalists are not a unified body – but they share a collective interest in 
wiping out Thaksin's party.
The two sides are mirror images of each other. Both are firmly in the camp of 
the Thai capitalist elite. Both are nationalistic and prepared to abuse human 
rights.
Thaksin's former government and current prime minister Samak Sundaravej's 
government support extrajudicial killings and a hardline murderous position 
against the insurgency in the south of Thailand.
But the opposing side also cares little about such killings. It counts General 
Panlop Pinmanee, who oversaw a massacre at Krue Sae mosque in 2004, among its 
leadership.
Corruption
Both factions are associated with people who have a record of corruption. It is 
common knowledge that all Thai politicians are engaged in corrupt practices, 
whether legal or illegal.
The military also has a long record of corruption and the junta that oversaw 
the illegal coup in 2006 is no exception. After the coup, they appointed 
themselves to boards of state enterprises and forced through increased military 
spending.
Yet the courts have clearly been used to single out Thaksin's faction on 
charges of corruption and abuse of power. And while Thaksin was still in 
power, the courts bent to his wishes.
So there is no real justice in Thailand. The judiciary are not accountable to 
the electorate and always support the rich and powerful. In labour courts they 
always rule against trade unions. There is no jury in Thailand.
Political strategies
There are some differences between the two factions. Thaksin's side is 
committed to a strategy of winning power by elections, parliamentary democracy 
and money politics. The PAD and their friends favour of military coups, 
reducing the number of elected MPs and increasing the power of unelected 
bureaucrats and the army.
The justification for this is the belief that the poor majority in the country 
are too stupid to be given the vote. The PAD faction are also fanatical 
royalists. They want a new coup and were happy to whip up hatred of 
neighbouring Cambodia and to risk a war over an ancient Khmer temple.
The PAD strategy, as outlined by one of its leading figures Pipop Thongchai, is 
to create enough political chaos that institutions and parties are destroyed, 
with a new order arising from the ashes. Needless to say, this new order will 
not be democratic, nor will it have any commitment to social justice or 
equality.
Economic policies
In terms of economic policy, the Thaksin faction wants to use a dual track 
strategy that mixes neoliberalism with elements of grassroots Keynesianism. 
They say the poor must not be left out and they do have a record of 
implementing pro-poor policies such as a recent heathcare scheme. However, they 
are not remotely socialist and are opposed to taxing the rich or building a 
welfare state.
The PAD and the other royalists, in contrast, are hardline monetarists. They 
propose interest rate hikes, cutting down spending on the poor and squeezing 
wages.
Bhumibol Adulyadej, the king of Thailand, is one of the richest monarchs in the 
world. He supports this economic policy and has also advocated a sufficiency 
economy where everyone curbs their spending according to their means. That 
means income redistribution is ruled out – which is why the poor have 
consistently voted for the Thaksin faction.
Social movements
Compounding this situation is the total disarray of the social movements, NGO 
networks and trade unions in Thailand. After the collapse of the Communist 
Party in the mid 1980s, the new slogan of the people's movements was the 
answer is in the villages.
This was an NGO strategy to promote to rural development along single-issue 
lines. The slogan also reflected a respect for villagers which contrasted 
greatly with the attitude of the government.
Now the slogan of those people's movement networks that are supporting the PAD 
has changed to the villagers are stupid and don't deserve the vote! or the 
answer is with the military, courts and the king.
Sections of the NGO Coordinating Committee, some Thai staff in Focus on the 
Global South, HIV+ networks, Friends of the People and some farmer groups have 
all lined up to support the PAD and the demand to decrease democracy.

Unalble to solve a rift with Cambodia over a border dispute!

Thai Foreign Minister Tej Bunnag, a respected bureaucrat, tendered his 
resignation Wednesday amid signs that the prime minister may be forced to 
follow suit soon, media reports said. 
Tej, 65, a career diplomat, was appointed foreign minister just 40 days ago to 
help solve a rift with neighbour Cambodia over a border dispute about the 11th 
century Preah Vehear temple. He cited his wife's ill health as the reason for 
his resignation. 
Thai Prime Minister Samak Sundaravej did not immediately accept the 
resignation, according to the Bangkok Post online news service. 
Samak, who is under increasing pressure to resign himself, is scheduled to 
address the nation on public radio at 7:30 a.m. Thursday. 
On Tuesday, Samak declared a state or emergency in Bangkok after a violent 
clashes between pro-government and anti-government groups left one person dead 
and 43 injured. 
Despite the state of emergency, which prohibits the gathering of more than five 
people for political purposes, thousands of anti- government followers of the 
People's Alliance for Democracy (PAD) have refused to leave Govenment House, 
the seat of the administration, which they seized on August 26 and have 
occupied since. 
The army's refusal to forcefully evict the protesters, who have been demanding 
Samak's resignation since May 25, has highlighted the prime minister's 
political weaknesses. 
It was widely rumoured that Samak, 73, would announce his resignation Thursday 
morning.
