If you allready checked the Code Igniter, take another look to Kohana PHP
Framework, is based on Code Igniter, but is supported by the comunity istead
of a company.

If the project hasn't been built yet, why don't you try convincing them to use 
the genuine article Catalyst?  Its not like there is a legacy PHP codebase, and 
if the other developers know PHP, it isn't that hard to learn Perl, especially 
when Catalyst or CPAN takes care of so much. -- Darren Duncan
