You should do what the question asks for. Nothing more nothing less
This question does not specifically ask for a backup gw so there would be no
reason to configure it
Having said that, you should become very familiar configuring backup gateways
to be test ready

The task doesn't explicitly mention having a local gateway as a fallback but
would you do so as a matter of course.
