I haven't seen anything in the coverage about what the intent of the FOIA
request was. Does anyone know?

Dunno--but NASA/JPL have tons of this sort of stuff.  One problem is
that much of the data is presented with no context.  Usually, the tapes
are from some employee who didn't bother to label his or her tapes,
other than with an inventory number and their name, so even the hardware
that produced the stuff is unknown.  You find yourself in the position
knowing that some program must have created the data sets, but what they
represent is undecipherable.  Just a bunch of bits.

I'm trying to assist the digital archivist at JPL to pick out only tapes
with clearly labeled contents--and yes, much of this stuff goes back
more than 50 years.

There are, apparently,  hundreds of boxes of these things stashed away.
