HandBrake-1.3.3-1.el8 and HandBrake-gui from RPM Fusion work fine on
CentOS-Stream 8. Haven't tried on CentOS 8.

HandBrakeCLI (and ghb - the GUI) at least starts without error on CentOS 8 as 
installed from rpmfusion.  I haven't actually used it.

I suggest you look at 'rpm -qi $(which HandBrakeCLI)' to show you where you got 
your handbrake from and possibly update it from there.  Perhaps you disabled 
some repos?

So libass.so.9 is installed, but the program needs libass.so.5 - this leads to 
the error you see.

Consider running
ldd `which HandBrakeCLI` | grep -i found
which might show you which other libraries are missing.

If it's only libass.so.5, potentially a symlink 
ln -s libass.so.9  libass.so.5
in /usr/lib64 would do the trick, but the difference in version numbers appears 
large. Maybe it matters, maybe not.

I'd also try to update HandBrakeCLI ; a later version might make use of 
libass.so.9 .
