If you understand the storage is not hierarchical, why do you think one object is a parent of the other (child) object? In your example, there are 2 objects: "example/" "example/test1.txt" The "/" in the name is not special in any way. So, if they are not connected, then the first 0-sized object did not change. If it doesn't change, it should not have a different ETag. Simple as that. Expanding a bit: etag is related to the contents of the object only. It has nothing to do with any other object. As such, it will never change.
